What this benchmark measures

The Whichapp EOR vs Entity Break-Even Benchmark provides a country-by-country comparison of what it costs to establish a legal employing entity versus using an EOR provider. For each country, the benchmark records four data points: typical entity setup cost, typical time to first compliant payroll run, estimated annual compliance cost for a small foreign-owned subsidiary, and the break-even headcount: the number of employees at which owning a local entity becomes cheaper than paying EOR fees over a three-year window.

Break-even headcount is the key decision metric. In the UK, it reaches 2 employees, meaning that for most multi-hire UK expansions, an owned entity is likely cheaper over three years than sustained EOR. In Brazil, where setup takes 6+ months and annual compliance costs are high, break-even may not be reached until 8–12 employees. Understanding this threshold by country tells buyers at what point they should request entity setup quotes rather than defaulting to EOR.

  • Break-even headcount varies by a factor of more than 5x across the 40 countries in this sample: from 2 employees in the UK and US to 10+ in Brazil and Nigeria.
  • Entity setup cost alone is a poor predictor of break-even. Countries with low setup costs can have high ongoing compliance costs that shift the break-even point significantly upward.

  • These estimates assume a market-rate EOR fee and a typical local payroll bureau cost as the post-entity alternative. Negotiated enterprise EOR rates, which can be significantly lower, would push the break-even headcount higher.

  • Annual compliance costs assume a simple foreign-owned subsidiary with no audit requirement. Complex corporate structures, audit obligations, or VAT registration requirements will increase costs significantly.
  • EOR fees used in break-even calculations are typical market-rate monthly fees based on published pricing. Negotiated enterprise rates and bundled pricing are not reflected.
